Frank E. Willis 

Major General Frank E. Willis is Deputy Chief of Staff for requirements, Headquarters U.S. Military Airlift Command, Scott Air Force Base.

Prior to assuming this assignment, General Willis was vice commander, 22nd Air force, Military Airlift Command, Travis Air Force Base, California. In his thirty years of active service, General Willis has served in a variety of positions from active pilot to administrator. Such assignments have included refueling duties at Bunker Hill Air Force Base, Indiana and March Air Force Base, California, aircraft commander with the 315th Tactical Airlift Wing at Tan Son Nhut and Phan Rang air bases in Vietnam, personnel administration at Strategic Air Command headquarters in Nebraska, vice commander and commander, 374th Tactical Airlift Wing at Clark Air Base, Philippines, commander, U.S. Air Force Airlift Center and commandant of the Air Command and General Staff College. 

Following graduation from the United States Air Force Academy in 1961, General Willis received his pilot wings upon completing pilot training at Vance Air Force Base in 1962. In 1966, he completed Squadron Officer
School and graduated from the Armed Forces Staff College in 1970. He received a master’s degree in management from the University of Nebraska in 1973 and completed the Industrial College of the Armed
Forces in 1978. His SAC duties included chief of the Aircraft and Support Branch and of the Programs and Requirements Division. General Willis was also chief of the Evaluation and Testing Division at the Air
Force Manpower and Personnel Center, Randolph Air Force Base, Texas from 1974 to 1977. He later served with the 314th Tactical Airlift Wing and as deputy commander for operations when the 314th Tactical Airlift Group was formed in 1978. He commanded the Group from 1979 to 1980.

The General is a Command pilot with more than 5,000 flying hours, including 1,000 in combat. His Military decorations include the Distinguished Service Medal, Legion of Merit with oak leaf cluster, Meritorious Service Medal with oak leaf cluster, Air Medal with six oak leaf clusters, and the Air Force Commendation Medal. General Willis is married to the former Clarice M. Hull. They live at Scott Air Force Base, Illinois, with their three sons.
